What is YoungSavers Cover?
Phoenix YoungSavers is an affordable level of cover, designed specifically to meet the needs of the majority of young single people. The cover combines a combination of benefits for the common Hospital, Medical and General Treatment (Ancillary) items that young single people may need from time to time.
It is important to note this product does not offer cover (or provides minimal benefits) for a number of Hospital, Medical and General Treatment (Ancillary) services that the majority of young single people typically do not need (e.g. heart surgery, joint replacements, obstetrics, dental orthodonture treatment, etc).
IMPORTANT: It is very important that you read the following information closely as it contains important information about what is and is not covered under Phoenix YoungSavers. Contribution Rates
The following premiums are applicable from 1st January 2007 and will continue from 1st April 2008, after the Federal Government‘s 30% Rebate on private health insurance has been deducted and with no Lifetime Health Cover loading.

Hospital and Medical Cover
Phoenix YoungSavers Hospital & Medical cover provides Private and Public hospital and medical coverage for the majority of services required by young single people.
IMPORTANT: MINIMAL Private Hospital coverage is provided for services described below as “Restricted Services”. If you select this level of cover and you are admitted to a Private Hospital requiring one of these “Restricted Services” you will have a large out of pocket expense.

- Full cover for public hospital accommodation only in a shared ward as a private patient.
- Default public hospital accommodation benefit (set by Commonwealth Government) on accommodation if admitted to a Private Hospital for one of these services, resulting in the member having a large out of pocket expense.
- No benefit for Private Hospital theatre fees, facility fees or labour ward.
- Only federal government approved prostheses are covered.

All other services that are eligible for Medicare Benefits are defined as “Non-Restricted Services” and accordingly are eligible for Public and Private Hospital cover as defined in Phoenix YoungSavers Hospital Cover table.

Hospital Cover - Non-Restricted Services
Phoenix YoungSavers Hospital cover for Non-Restricted Services provides:
- 100% cover for Non-Restricted private and public hospital services nationwide (after the up front excess has been paid) with access to an extensive range of quality services and approved programs in contracted private hospitals.
- The fund has contracts with the vast majority of private hospitals in all States and Territories of Australia. Our hospital contracts total more than 450 Australia wide and you can search for an agreement hospital on our website, or contact our office.
- The services listed in the YoungSavers Hospital Cover table are applicable in all private hospitals that have entered into a contract with Phoenix Health Fund.
There are a small number of private hospitals that do not have agreements with the fund. In these cases a personal payment may apply.
- Apart from the services clearly outlined above as "Restricted Services" we do not have any treatment exclusions on services eligible for Medicare benefits.
Excess
If you are admitted to a hospital you will pay an up front excess of hospital costs until you have reached your excess maximum of $500 within a calendar year (1st January through to 31st December).
The excess is applied as follows:
- The full $500 excess is payable on the first overnight admission to a Private Hospital, and
- A $250 up front excess is payable on any Day Surgery Admissions (Private or Public Hospital).
Access Gap Cover
- Phoenix Health Fund, as a member of the Australian Health Service Alliance, has “Access Gap” arrangements with over 15,000 Doctors Australia wide.
- These arrangements maximise the financial benefits for our member’s in-hospital medical bills.
- The ultimate aim is to minimise or eliminate member’s out of pocket expenses when our members are treated as admitted hospital patients.
- We understand that being admitted to hospital can be a very stressful and uncomfortable experience and we are working very hard to minimise or eliminate the financial impact of this experience.
- The advantage of these “Access Gap” arrangements is that YOU will have either no out-of-pocket expenses to pay or will know exactly how much you will have to pay before treatment begins, AND be unlikely to have to lodge a claim for benefits as your doctor can bill Phoenix Health Fund direct, making it even easier for you.
- Check our website or contact the fund for a specialist that has a No / Known Gap arrangement with Phoenix Health Fund.
Phoenix Health Fund is unable to provide details of all Doctors with whom we have “Access Gap” arrangements, as some doctors have requested not to be publicly listed.
If the doctor you are looking for is not listed he may still participate in “Access Gap Cover”.
You should always ask your doctor if he will participate in “Access Gap”. You can download an Access Gap Cover information brochure from our website, or contact our office.
Eligibility
Phoenix is able to welcome all employees and former employees of the OneSteel and BHP Groups of Companies to our fund. Immediate family members of current and former employees of OneSteel and Associated Companies are also eligible to join.

Phoenix YoungSavers provides General Treatment (Ancillary) cover for a range of services that young single people may need from time to time.

Please note:
Calendar Year is 1 January to 31 December and waiting periods may apply.
No benefits are payable by the fund when:
- A member is given treatment without charge.
- The services received are not recognised by the fund and are not provided by providers registered with the fund.
- The services are provided outside the Commonwealth of Australia.
- An entitlement exists or may exist under any compensation, third party or sports club insurance.
- A claim for a service is submitted more than 24 months after the date of service.
- A claim is submitted for optical appliances not requiring sight correction.
- Services are provided by family members or relatives.
- The claim is for goods and services that are deemed to be primarily for the purposes of sport, recreation or entertainment.

Please note:
If a person is transferring to Phoenix YoungSavers from another fund with an identical level of cover, is financial and waiting periods from the previous fund have been served, waiting periods will be waived, but:
- In the first calendar year of membership, members transferring from another fund who have used all or part of their annual limits with this other fund will only receive the difference between the Phoenix YoungSavers limit and the amount already claimed from the other fund, and
- Members transferring from another fund that have lower limits or benefit exclusions compared to Phoenix YoungSavers must serve the waiting periods listed above before they can claim more than the former fund’s limit or benefit.
Cooling Off Period
We will allow any member who has not yet made a claim, to cancel their policy and receive a full refund of any premiums paid within a period of 30 days from the commencement date of their policy.
General Information
Medicare Levy Surcharge
The Medicare Levy Surcharge applies to Single people who have a taxable income over $50,000 and families with a combined taxable income greater than $100,000
The Medicare Levy Surcharge is an additional 1% of taxable income in addition to the 1.5% Medicare Levy.
People who purchase the Phoenix YoungSavers Product, or any other Phoenix Hospital Product are able to avoid the Medicare Levy Surcharge.
Lifetime Health Cover
The Federal Government’s Lifetime Health Cover loading may apply if you are over the age of 30 and either:
- Taking out hospital cover for the first time since July 2000
- Have not had continuous hospital cover since July 2000
The Lifetime Health Cover loading (If applicable) is calculated at an additional 2% for every year over the age of 30 on the hospital component of your cover.
NB: The rates specified in this brochure are for people not affected by Lifetime Health Cover. Contact our office for further details, or to determine the contribution rate if applicable.
Alternative Therapies
Payment of benefits is limited to Approved Therapies and Accredited Associations. The respective lists are available on the Fund website, or by contacting the office of the Fund.
Pre-existing Conditions
Benefits may not be payable for pre-existing ailments or conditions, the signs or symptoms of which were in evidence (whether or not diagnosed by a doctor) at any time during the six months prior to the time of joining Phoenix Health Fund. This rule applies for the first twelve months continuous membership from the date of joining.
Nursing Home Type Patients
Unless a doctor certifies otherwise, patients in hospital in excess of 35 days continuously are regarded as Nursing Home Type Patients, and are required by legislation to pay part of the daily accommodation charge as approved by the Federal Minister of Health.
Complaints and the Private Health Insurance Ombudsman
The Ombudsman has been set up to deal with inquiries and complaints about any aspect of Private Health Insurance.

The Ombudsman is independent of Private Health Funds, Private and Public Hospitals and Government.
